Foreign Resident Registration
Procedure
Foreign residents who plan to stay in Japan for 90 days or longer
should apply for foreign resident registration.
Those who plan to leave Japan within 90 days may also apply if they
wish.
Initial Registration
Applicants are required to apply in person for foreign registration
within 90 days of their arrival in Japan.
(For children under the age of 16, however a resident of the
same household is required to apply for foreign registration on
their behalf.)
Necessary Documents:
Passport, two current photos (4.5cm long x 3.5cm wide, full face shots above
the shoulder and bareheaded; no photo required for children under
the age of 16) taken in the last six months and developed from the same negative.
Procedure for Newborn Babies
1. Notification of Birth:
Fill out the notification of birth form attached with the birth
certificate that has been issued by the doctor and submit them to the City Residents section
within 14 days of the birth.
2. Foreign Resident Registration:
Foreign resident registration is required to apply within 60 days of the birth.
(Those who have not submitted the notification of birth to Higashi-Murayama City
Office, the certificate of receiving the birth notification or certificate of
the contents is required.).
3. Passport:
Apply for a new passport for your baby at the
local embassy of your country.
4. Status of Residence and Period of Stay:
Apply for the status of residence
at Tokyo Immigration Bureau within 30 days of the birth.
5. Reporting Acquisition of Status of Residence and Period
of Stay:
Report your acquisition of status of residence and period of
stay to the city office within 14 days of acquisition. Bring the
passport and foreign registration card of the child.
Application for Registration of Changes
1. Change of Address
When you change your address, report the change within 14 days of your moving.
An applicant (a resident of the same household in the case of a
child under the age of 16) or family member in the same household aged 16 or
older must apply in person.

2. Change of Other Matters
When other changes than the address have been taken place, report them within
14 days of your moving. With regard to changes that fall
under the case of (1) the applicant, and for changes concerning (2)
and (3), the applicant or family member of the same
household aged l6 or older must apply in person. In both cases, if an applicant is under the age of 16, a resident
of the same household must apply in person.
Necessary Documents:
(1) Change in your name, date of birth or nationality: Your
passport, foreign registration card
and two current photos. (refer to "Initial registration") Ask for other
required documents
(2) Change in your status of residence, period of stay,
passport number, or date of issuance for the passport:
Your passport and foreign registration card.
(3) Other changes: Your foreign registration card and a
document which proves the change.
Application for Confirmation (Renewal)
1. For those cardholders who are 16-year-old and older are
required to apply in person for confirmation
(renewal) concerning the information within the specified
period appearing in their foreign registration card.
Necessary Documents: Passport, foreign registration
card and two current photos. (refer to "Initial registration")
2. For those cardholders who have just reached the age of 16 apply in person within 30 days of their 16th
birthday.

Application for Reissue
Applicants (a resident of the same household in the
case of a child under the age of 16) are required to apply
in person within 14 days of the day when they realized they
had lost their foreign registration cards.
Necessary Documents:
Passport and two current photos (refer to "Initial registration")
Return of Foreign Registration Card
When you are leaving Japan without a re-entry permit, you are
required to turn in your foreign registration card at the airport.
When a family member dies, please return his/her foreign
registration card to the city office within 14 days of the death.
Proof of Foreign Registration
This document certifies the contents of your foreign registration and it costs \300 per copy. An applicant or his/her family member
in the same household can apply for one. If other people than the above apply
for one, a power of attorney will be
required when others apply. Proofs are issued by the City Residents Section.
