National Pension Program
Foreign Residents Expected to Join the National Pension Program
Registered foreign residents who are 20 to 59 years old are
expected to join the National Pension program managed by the
Japanese government while they live in Japan. You can apply
for this pension program at the municipal office of your area.
However, if you are employed by a Japanese employer,
your employer is expected to enroll you in the Welfare
Pension program. In this case, you need not join the
National Pension program. Your employer applies for the
Welfare Pension program on your behalf. Please consult
your employer about this. Those who do not join the
Welfare Pension program are expected to join the National
Pension program.
Types of National Pension Payments
Those who have joined the National Pension program will
be able to receive payments in the following cases.
However, specific conditions have to be met. Ask for more
information at the National Health Insurance and Pension
Section window.
(1) Basic Pension for Senior Citizens:
Those who have met
the minimum qualification period of 25 years since
they joined the National Pension program or other
public pension programs (such as Welfare Pension and
Mutual Aid programs) are eligible to receive payments
from the age of 65 as a general rule.
(2) Basic Pension for the Disabled:
Payments will startwhen a policyholder becomes disabled.
(3) Basic Pension for the Surviving Family:
Payments areeligible for policy holder's wife or children
(under the age of 18).

A Lump Sum Payment System for Pension Withdrawal
A lump sum payment system has been established for
foreign residents who enrolled in the National Pension
(limited only for people to have already paid tax) or
Welfare Pension program for at least six months but aren't
able to qualify for the benefits of the Basic Pension for
Senior Citizens. Such foreign residents will lose the
qualification for the insured. However, they will be able to
receive a lump sum payment if they apply for it within two
years of leaving Japan.
