オリンピック聖火リレー点火セレモニーが実施されました

　7月13日（火曜日）、東村山市で予定されていたオリンピック聖火リレーは、新型コロナウイルス感染症の影響により、公道での走行が中止となり、「国立療養所多磨全生園」で点火セレモニーが実施されました。東村山市の20名のランナーにより繋がれ、聖火皿へと点火されました。

本年7月13日に「東京2020オリンピック聖火リレー点火セレモニー」が国立療養所多磨全生園で実施され、この地の忘れてはならない歴史や人権の大切さ、差別のない共生社会を願うメッセージを伝える機会になったと考えております。この事実を有形のレガシーとして後世に残し伝えていくことを目的とし、当日の様子を撮影・編集した記録映像を作成いたしました。

（聖火皿に火を灯した際のお気持ち）
かつて昭和39年の東京オリンピックの時は、らい予防法に阻まれて東京国立競技場に行くこともできませんでした。電柱の陰でマラソンのアベベ選手を応援し、常に罪人のような感じで生きてまいりました。まさか今日、私がこの5市を代表して最終の聖火ランナーに選ばれるとは夢にも思っておりませんでした。これもひとえに東村山市長の渡部市長さんの格別の御計らいと、15万市民の私に対する「生きていてよかった」という励ましのメッセージであると思います。
人間はどんなことにも負けることはありません。今世界はコロナによって分断されようとしています。しかし東京オリンピックを通してこの分断を、必ず、人間らしく生きる、人権のふさわしさを尊ぶ、そういうオリンピックになるだろうと私は確信しております。この土地は私たちが100年にわたって切り拓き、ここに樹を植えて感謝のしるしとして「人権の森」を作ってきた場所であります。この「人権の森」こそ、この東京2020オリンピックの聖火の場所として選んでいただいた、重ねて渡部市長さん、市議会、そして関係各位の皆さんにありがとうを何度繰り返しても言葉は足りません。どうもありがとうございました。

皆さんの拍手は私の胸を打って、94歳で今なかば寝たきり老人のようになっておりますけれども、1日でも長生きしてこの皆さん方の拍手に少しでもこたえられる、そして私の大好きな子どもたちに会えるために頑張って生きていきたいと思います。

ぜひ、先ほども言ったように、世間では新型コロナで分断社会が生まれようとしておりますけれども、この東京2020オリンピックを通して一つの心になって、コロナに立ち向かえば人間は決してコロナなどには負けない、私たちはらい予防法の下で何世紀も苦しんできた、そういう歴史を闘ってきた身としてそう信じています。どうかこれからも、聖火ランナーの皆さん、自分の思いを胸に走り続けて東京のスタジアムの聖火台に火を灯してください。

Mr. Yasuji Hirasawa’s interview (transcribed)

(How did you feel when lighting the Olympic flame plate?)
Back in Showa 39, 1964 when the Tokyo Olympic Games were held, Leprosy Prevention Law prevented me from getting even near the Tokyo National Stadium. I cheered for Abebe Bikila, the marathon runner from behind the utility pole. I always lived feeling like a sinner. I never dreamt that today, I would be representing our five cities as the final torch bearer. I owe this honor all to Mayor Watanabe of Higashimurayama and to the 150,000 citizens cheering for me, assuring that my life has been worthwhile.
Nothing defeats humankind. Now the world is about to be divided by COVID-19. But I trust that Tokyo Olympic Games will prevent this division, let humankind live humanly, and teach us the relevance of human rights. For 100 years, we have cultivated this land and planted trees as “The Forest of Human Rights” to show our gratitude. And these woods, “The Forest of Human Rights”, have been selected as the place for Tokyo 2020 Olympic flame plate. I cannot thank enough to Mayor Watanabe, the city council, and to everyone involved in the event. Thank you once again.

I was moved by all your applause. I am 94 and can hardly get out of bed, but I want to live as long and the best as I can to answer your applause, and to see all the children that I adore.

(Can you share a word of encouragement for the torch bearers following you?)
As I mentioned earlier , the world is about to be divided by COVID-19. But through this Tokyo 2020 Olympics we can come together and fight COVID-19. Humankind will never be defeated. We have suffered for centuries under Leprosy Prevention Law. As one of those who have endured the fight, I have no doubt about our victory. To all the torch bearers, please hold in heart what you believe in, and light the cauldron at the Tokyo Stadium.

　皆さんこんにちは。ただいまご紹介をいただきました東村山市長の渡部尚でございます。5市を代表させていただきまして一言ご挨拶を申しあげさせていただきたいと思います。
　先ほどは少し雨がぱらつきましたけれども、今ご覧のように雲間から青空がのぞいています。皆さんの思いが天に通じて、こうして無事に聖火皿に聖火の炎も灯すことができました。5市の市長を代表して、皆さまに心から感謝を申しあげる次第でございます。
　特に今回、新型コロナウイルス感染症がまん延している最中にもかかわらず、この医療施設である多磨全生園をこの点火セレモニーの会場としてご提供いただきました、国立療養所多磨全生園正木園長先生をはじめとする園の関係者の皆さん、そして山岡会長をはじめとする、今日大勢来ていただいておりますが、入所者の皆さんに心から、心から感謝を申しあげる次第でございます。皆さん本当にありがとうございます
　そして聖火ランナーの皆さん、本当に残念な思いだったと思いますが、本日のご参加をいただいてトーチキスで聖火をつないでいただきました。今日は出番はありませんでしたけれども、大勢の市民ボランティアの皆さんもこの聖火リレー、セレブレーションに関わってこられた次第であります。そのほか、数々の多くの方に今回大変お世話になりました。高い席からではありますけれども、深甚なる敬意と感謝をまずは申しあげる次第でございます。本当に皆さんありがとうございます。
　さて、この多磨全生園は明治42年、1909年に開所以来、国の誤った政策によってこのハンセン病という病に罹患をした、それだけで大切な肉親から切り離され、この地に強制隔離をされるということが平成8年、法律上は平成8年、1996年まで続けられてきたのでございます。入所者の皆さんは世間の激しい差別と偏見によりまして、筆舌に尽くしがたい苦難を被ってこられました。さきほど平沢会長からもお話がありましたように、57年前の東京オリンピック、その時は東村山では聖火リレーは行われませんでしたけれども、聖火リレーもオリンピックも入所者の皆さんにとっては遥か遠い存在であったと伺っております。今回聖火ランナーの皆さんの手によってこの多磨全生園に聖火の灯が運ばれて、そして盛大にセレブレーションが開催されることを入所者の皆さんは心待ちにされておられました。もとより我々も、多くの方に参加をいただいて、激しい人権侵害をはねのけながら自らの人間としての尊厳を取り戻すために闘い、どんなときにも希望を失わず懸命に生きてこられた入所者の皆さんの足跡を多くの方に知っていただきたかったと思います。残念ながらそれは叶わなかったわけでございますが、今こうして平沢保治さんに赤々と希望の聖火の炎を灯していただきました。そしてこの聖火ランナーでは、昨年の3月に新型コロナウイルスによって残念ながら急逝された志村けんさんのお兄様である志村知之さんにも第一走者として私からこの聖火の炎をつけさせていただいた次第でございます。本日参加をいただいた22名の聖火ランナーの皆さんに聖火をつないでいただくことで、人権侵害と人間回復という二つの歴史を刻むこの多磨全生園から一人一人の人間の命の尊厳、命の大切さ、命のかけがえのなさを世界の皆さんにお伝えすることができたのではないか、そのように確信をいたしております。これは世界の長いハンセン病の歴史にとっても、そしてオリンピックの歴史にとっても大変意義深いことではないか、そのように思います。コロナ禍の中でこうして多磨全生園に聖火の炎を照らすことができた、その喜びを、この歴史的な瞬間をみんなで迎えることができた喜びを、今日皆さんとともに分かち合いたいと思っております
　この聖火リレーのコンセプトは「Hope Lights Our Way、（希望の道をつなごう）」です。今年の3月25日に福島県をスタートした聖火は多くの皆さんの思いや願いが込められて、ここ多磨全生園に到着いたしました。ここ多磨全生園では、コロナ禍の中においても誰一人取り残されることのない、一人一人が尊重される、そんな社会を願って、平和な共生社会を実現する私たちの思いをこの聖火の炎に込めていきたいと思います。コロナ禍の中で世界中の方が苦しんでおられますが、どんな時にも希望を失わず懸命に生きてこられたハンセン病の患者の皆さん、回復者の皆さん、そのご家族の皆さんの生き方に学びながら、この困難をみんなで乗り越え、未来に向かって希望の道をつないでいこうではありませんか。
　私たちはみな、時代をつなぐランナーです。どうかこれからもみんなで頑張っていきましょう。今日はありがとうございました。

Mayor speech at the Lighting Ceremony (transcribed)

Hello everyone, this is Mayor Takashi Watanabe of Higashimurayama. I would like to share some words with you representing the five cities.
It was slightly raining a while ago but now you can see the blue sky from between the clouds. Heaven heard your hearts; we were able to light the Olympic flame to the plate. I sincerely thank all of you representing all the mayors from the five cities.
Deepest gratitude to director Mr. Masaki of Tama Zenshoen and everyone involved, including the staff, residents, and chairman Mr. Yamaoka, for letting us use this place, which is a medical institution, despite the wide spread of COVID-19.
And to all the Torch Bearers － I know you must have felt disappointed, but we were able to invite you here and relay the flame with torch kiss. While they did not have a chance to appear in today’s ceremony, numerous volunteers from the city have been involved in the Torch Relay and celebration. To many other people that supported, I would like to express my deepest gratitude and respect.

Tama Zenshoen was opened back in Meiji 42, 1909, under a mistaken government policy. Those infected by Hansen’s disease, with no other reason at all, were cut off from their families and forcefully quarantined to this institute. This lasted until Heisei 8, 1996 when finally, the law was abolished. Residents have suffered hardship that words cannot describe through discrimination and prejudice from the society. As chairman Hirasawa mentioned, 57 years ago when Tokyo Olympic Games were held, when Higashimurayama did not participate in the torch relay, I hear that both the torch relay and the Olympics were very distant from the residents. Residents at Tama Zenshoen have eagerly waited for the Olympic flame to be carried by the torch bearers and there to be a big celebration. We have all hoped for many to attend, and for them to learn about the footsteps of the residents who fought against severe violation of human rights, seeking to win back their dignity, and lived keeping their hopes high. Unfortunately, this could not happen. But today, we had Mr. Yasuji Hirasawa light the bright flame of hope. And I had the honor to light the torch for our first torch bearer, Mr. Tomoyuki Shimura, the elder brother of Mr. Ken Shimura who to our regret suddenly passed away due to COVID-19 last March. I firmly believe that the 22 torch bearers participating the ceremony today have relayed the flame and spoke to the world about dignity, importance and irreplaceability of life, from this very place Tama Zenshoen that stands for the history of human rights violation and recovery of humanity. I trust that this has a significant meaning for the world’s long history of Hansen’s Disease, and of Olympic Games. We were able to light the Olympic flame at Tama Zenshoen under the pandemic. Today I would like to celebrate the joy, the joy of sharing this historical moment with everyone.

The concept of Tokyo 2020 Olympic Torch Relay is “Hope Lights Our Way”. The relay started on March 25th in Fukushima. It arrived at Tama Zenshoen carrying thoughts and hopes of many. Here at Tama Zenshoen, we hope for a society where no one is left behind, everyone is valued, even under this pandemic. The flame carries our hope for a peaceful and inclusive world. The world today suffers from pandemic. Let us learn from the Hansen’s Disease patients, former patients and their families that lived through the hardship holding their hopes high. We will overcome these difficult times and connect the road of hope towards a bright future.

We are all torch bearers relaying the era. We will keep on the relay. Thank you everyone.
